Port Kembla is a vital international trade gateway, serving the bulk agricultural, construction, and mining industries. As the largest motor vehicle import hub in New South Wales and home to the state’s largest grain export terminal and second largest coal export port, it plays a crucial role in the region’s economy. 

Recognizing its significance, the NSW Government has approved Port Kembla as the future site for the state’s next container terminal when Port Botany reaches capacity. Its strategic location and accessibility to Sydney’s west and south west position Port Kembla as an ideal hub to accommodate the anticipated growth in freight volumes. 

Within Port Kembla’s Outer Harbour, NSW Ports operates two dedicated bulk liquids berths. These common user berths, namely berths 201 and 206, handle various refined fuels and chemicals, including imports of ethanol and sulphuric acid gas. Berth 201 also offers direct pipeline access to a nearby storage facility, ensuring efficient operations. 

 

Additionally, Port Kembla features an additional bulk liquid facility adjacent to berth 104 in the Inner Harbour. This facility, operated by GrainCorp, handles a diverse range of liquid products, including chemicals and oils. 

With its extensive capabilities and infrastructure, Port Kembla continues to serve as a critical trade and logistics hub, facilitating the movement of goods and supporting the region’s economic growth.

XL Consulting undertook a significant scope of work involving the development of an advanced 3D construction methodology for the Port Kembla Bulk project. This ambitious project focuses on constructing and operating a state-of-the-art beverage-grade ethanol storage and handling facility situated on Foreshore Road in Port Kembla.

Central to the project is the construction of six four-megalitre (ML) ethanol storage tanks and two 300mm diameter pipelines. The proposal encompasses the creation of essential administration buildings, gantry structures, landscaped areas, and a dedicated car park. Once operational, this facility will play a pivotal role in storing and exporting Shoalhaven Starches Beverage Grade Ethanol produced at its Bomaderry facility.

A core aspect of the project is the environmentally conscious approach, reflected in the transportation strategy. Purpose-built A-double tankers, equipped with cutting-edge engine technology to minimize greenhouse gas emissions, will transport the ethanol from Bomaderry to Port Kembla.

The Port Kembla Bulk project holds State Significant Development status under the NSW Environmental Planning and Assessment Act 1979, with the Minister for Planning and Public Spaces serving as the consent authority. The project aligns with the goals of the Illawarra Shoalhaven Regional Plan 2041, contributing to the enhancement of the Port of Port Kembla as a dynamic international trade hub. XL Consulting’s 3D construction methodology is a cornerstone of this project’s success, ensuring efficient planning, precise execution, and optimal resource allocation.
