Uniting, the largest provider of aged care services in NSW and ACT, has been operating Coombah Village in Epping for nearly four decades. The village was rezoned as a high-rise development in 2014, allowing for a height of up to 48 meters and 15-16 storeys, as part of Sydney’s Urban Activation Precincts.
The primary objectives of the project are to create a high-quality development that offers aging-in-place community services for seniors. Uniting aims to comply with S4.55 consents and endorsed drawings while fulfilling all legal obligations and adhering to the current Housing SEPP (2021) and Uniting Design Guidelines. The project strives for architectural and urban design excellence, maximizing the site’s potential within planning and environmental constraints.
Emphasizing passive design features, the project aims to deliver a durable, low-maintenance building that prioritizes the amenity and safety of future residents and staff. The construction process emphasizes high occupational health and safety standards while adhering to the agreed program and achieving occupation and practical completion within the specified timeframes.
The project emphasizes professionalism, efficiency, and high standards of project delivery, with a focus on rectifying defects promptly and maintaining a well-managed site. Effective information management systems, regular reviews, and reporting are integral to the project’s success, while any deviations from the Design Guidelines require approval from the Principal in accordance with the contract.

At XL Consulting, as project planning and construction experts, we successfully executed a comprehensive scope of work for the Uniting Epping Coombah Village project. This encompassed the meticulous development of a Construction Programme and a sophisticated 3D Construction Methodology tailored to the project’s unique requirements.
Our dedicated team tackled the intricacies of the Uniting Aged Care Coombah Village development with precision. The project involved a series of intricate tasks including the demolition of existing structures, the implementation of shoring and excavation for a substantial 4-level basement, and the construction of a 16-storey mixed-use seniors living complex. This impressive development incorporated 116 Independent Living Units (ILUs), 57 Residential Aged Care Facility (RACF) bedrooms, and 155 parking spaces.
Employing advanced technology and industry expertise, we meticulously crafted a construction programme that ensured seamless coordination of tasks, optimized resource allocation, and met strict timelines. Our 3D construction methodology further facilitated visualizing complex construction sequences, enhancing project understanding and stakeholder communication.
